Why public procurement law needs to be rethought in 2025

The German Federal Cabinet has passed the Public Procurement Acceleration Act. It is a step forward – but not yet a major breakthrough. A guest article for German Public Procurement Law Day 2025.

There are years when public procurement law remains a niche topic among experts. And then there are years like 2025, when it suddenly takes center stage on the political and economic agenda. Today, public procurement is more than just an administrative procedure – it has become one of the key levers for tackling the major challenges of the coming years: the climate-neutral transformation of the economy, the modernization of roads, railways, and networks, the digitalization of administration and education, and the securing of critical supply chains. 

Billions have been budgeted. But they will only be spent if public procurement law works. And that is where the problem lies.
