Baker Tilly China Desk expands to three partners: integrated tax and legal advisory and a central point of contact for Chinese companies

Frankfurt am Main, July 7, 2026 – Baker Tilly continues to strengthen its expertise and positions itself as a primary point of contact in Germany for the tax and legal support of cross-border activities involving China: the international advisory and audit firm has integrated FAM Tax GmbH into its organization. With this step, renowned tax advisor Xiaolun Heijenga joins Baker Tilly as a new partner, together with her team of ten. At the same time, Hui Zhao—one of the leading corporate lawyers and advisors on Sino-German transactions—moves from Eversheds Sutherland to Baker Tilly. 

As a result, the Baker Tilly China Desk becomes one of the largest integrated tax and legal advisory units in Germany dedicated to supporting Chinese companies. 

China business as a key pillar of Baker Tilly’s growth strategy

Xiaolun Heijenga: Joining Baker Tilly after positions at EY, Deloitte, and WTS 

Tax advisor Xiaolun Heijenga brings more than 25 years of experience in tax advisory within the Sino-German context and is regarded as one of the leading experts in this field. After positions at EY and Deloitte, she most recently led the “China Business in Germany” practice as a partner at WTS. In this role, she advised primarily Chinese companies on investments in Germany—from initial market entry and ongoing tax matters to complex M&A transactions. 

In 2025, Xiaolun Heijenga agreed with WTS to carve out the China business and transferred her entire team into the newly established FAM Tax GmbH, which has now joined Baker Tilly.  

Hui Zhao: Over 20 years of advising Chinese state-owned and private enterprises on investments in Germany and Europe 

Hui Zhao began his legal career in 2001 at White & Case in Brussels. He subsequently worked at international law firms in Shanghai and Frankfurt, including Noerr and King & Wood Mallesons, where, as an equity partner, he played a key role in developing the China business. Most recently, he held a comparable role at Eversheds Sutherland. 

With more than two decades of experience, Zhao advises Chinese state-owned and private enterprises on investments in Germany and Europe, particularly in M&A transactions as well as ongoing corporate and commercial law matters following market entry. His advisory approach combines deep market insight with extensive experience in cross-border engagements.
