This is the aim of the 17th package of sanctions against Russia

The EU is tightening sanctions against Russia: the 17th package targets the shadow fleet, military companies and exports. The next package of measures is already underway.

Last Tuesday, May 20, 2025, the EU member states put the 17th sanctions package against Russia into force. The package once again focuses on the Russian shadow fleet, which is used to circumvent the oil price cap on Russian oil. A total of 189 additional ships are included on the sanctions lists, which brings the total number to 342. The ships were identified together with the member states and the European Maritime Safety Agency (EMSA). In addition, targeted sanctions will be imposed on those involved in facilitating the shadow fleet.

Sanctions against companies in the military sector

Further sanctions are imposed on companies in the military and energy sectors, among others. In addition, organizations and private individuals involved in circumventing the Russia embargo are affected by individualized measures. All of these measures also affect companies from third countries such as the United Arab Emirates, Hong Kong and Turkey.

Goods embargo extended

The goods embargo will also be extended. Trade in goods intended for use for military purposes in Russia will be further restricted. In particular, this affects chemical raw materials such as sodium and potassium chlorate as well as aluminum, magnesium and boron powder, and spare parts and components for CNC machine tools.

The 18th package of sanctions against Russia is already being planned, but it remains to be seen to what extent the member states can reach an agreement on further measures.
