New draft bill on the implementation of the CSRD published

Federal Ministry of Justice and Consumer Protection presents draft bill for the implementation of the CSRD into national law.

On July 10, 2025, the Federal Ministry of Justice and Consumer Protection (BMJV) published the new draft bill for the implementation of the Corporate Sustainability Reporting Directive (CSRD). The aim of the draft is to transpose the CSRD 1:1 into national law and thus to reorganize sustainability reporting requirements in Germany.

The draft bill provides for a gradual entry into force:

For large, capital market-oriented companies, credit institutions, and insurance companies with more than 1,000 employees on average over the year, the reporting requirements will apply from the 2025 financial year onwards. Smaller companies and certain corporations will be gradually included in the reporting requirements at a later date.

It also stipulates that sustainability reporting should be audited by certified public accountants in future.

Comments on the draft can be submitted until July 21, 2025. Changes may be made during the legislative process. Companies affected by the legislation are advised to familiarize themselves with the draft bill and any amendments at an early stage.
